Admin screen for viewing the list of stored runs.
This also generates the server side run query that will be used by the
MAV system as requested in #9

Not sure whether this is ready to call done. There's more work to do on building out the full "runs" data set, but the runs(n) query exists now. I'd be in favor of closing this and opening more specific issues for future specific enhancements to the run query. Thoughts @bherr2 ?
