[NEW] 115 best practices in Japanese version

I am working at GSF(https://greensoftware.foundation/).
I found this repository here. It is a great initiative.

I would like to create a Japanese version.
And I would like to make many Japanese speakers aware of 115 best practices.
May I translate the content based on this one?

Hello Kohei,

Thank you for your interest in our work. We really appreciate it.

Currently, the repository is only in French but we would like to make it available in several languages (English initially).

Of course we would be glad if it could be translated into Japanese as well.

The process of internationalization is not defined yet, it is a work we have to do.

I have created the issue to deal with this topic: #407

By default, if you are familiar with French, it is always possible to create in ./chapters a directory jp for example with the translated best practices.
