Remove automatic semantic versioning and releases

Removed the GitHub Action used for tagging commits with automatically
incrementing semantic versioning and creating PyPI releases.

The release process and mechanisms are due for an overhaul later. For
now new PyPI releases will be triggered based on manual version tagging.
