Blue SMURFF rescale patch triggers on SMURFF-free RSS installs

While working on RO configs for BDB, I noticed some parts would have their mass halved from what I set in the .cfgs. After a little digging through the Module Manager patch log, I found the parts in questions were being patched by Compatibility/Rescale/BlueSmurff. For whatever reason, the rescale patch appears to apply a 0.5x mass modifier to some parts, even though SMURFF is not installed. Because these patches are applied very late in the patching process, they are rather difficult to work around.
