This may overlap with #76851 but I was invited by @rickystewart to file a "more specialized" issue.

Symptoms:

  • running dev generate then dev build short on a fresh copy of the repo.
  • we see during the dev build run that many go packages that were already built by dev generate get re-built again.

It's a bit sad because we're supposed to have a cache so that build artifacts get reused.
