Prompted by https://github.com/cockroachlabs/support/issues/1740.

We've seen a few times that below-raft migrations can impact foreground traffic. We have no explanation for it, despite some scrutiny. We can set up a roachtest experiment where we upgrade a large cluster while a latency-sensitive foreground workload is active to hopefully reproduce this in-house.
