cockroachdb/cockroach#79553 --- Release note (enterprise): LATEST files are no longer overwritten and now versioned and written in the /metadata/latest directory for non mixed clusters.

This issue is an accidental duplicate created by automation. The correct issue that is synced to the corresponding Jira issue is #13550.
