Fixes DOC-10071, DOC-9512
In tools-page.md, (a) added links to Export Metrics for Standard and Advanced, (b) added link to Differences in Metrics between Third-Party Monitoring Integrations and DB Console, (c) clarified that DB Console is only for Advanced, (d) added section for Amazon CloudWatch, (e) changed Datadog Dashboards to reference Serverless and Dedicated.
NOTE: I made the headings for the CloudWatch section NOT uniform with the Datadog section because if the sub-heading were the same the right nav links for CloudWatch would not work.
