[A11y] 動作状況の読み上げの順番を修正する

目的 / Purpose

• TalkBack/VoiceOver使用時の動作状況周りの読み上げの順番を修正する。現在は以下の順になっているが直感的ではないため。

  

変更内容 / Changes

• TalkBack/VoiceOver使用時の動作状況周りの読み上げの順番を上記スクショの②→①→③の順となるように修正
  • .xaml変更点は、<xct:SemanticOrderView>の間のみ（インデントが変わっているためDiffは見ずらい）
  • SemanticOrderViewについては、以下を参照
    • [Spec] SemanticOrderView xamarin/XamarinCommunityToolkit#1087
