Bad luck protection.

DB table UUID - CRATEID - BLPNUM

bad luck protection number used as cutoff in random item selection. Item with a chance less than or greater to the users blp num for that crate (or the server if configured) will not be selected.

The BLP number can be
-efffctively indefinite
-reset on key use
-reduced on key use
-increaed or decrased as a crate reward
