We need to review all the pnps and document how they are useful and what they could have added to make them more useful.

For ease of use I am adding this from the spreadsheet so that I can hide row 3
"Usability_Rating provided by interviewee
1 - Not at all documented
2 - Skeleton outline
3 - Could be used by another brigade with someone to walk them through the process
4 - Could be used by another brigade with a short summary of the process
5 - Could be used by another brigade without extra consultation or context"
