Example: Oakland's department of animal services is splitting. it currently requires a developer to make this change to the configuration; add this to the things an admin can do from a web interface.

Required functions in web interface:

  • add new user
  • add new department
  • delete user
  • delete department
  • move user from one department to another
  • change user role
