automate email notifications of due & overdue records to responsible contact

these are currently done by hand based on a status report, along the lines of

"This is a friendly reminder that PRR 7937 is due for a response on Feb. 21, 2015.

If you have any questions or need further assistance, feel free to contact me."

a computer can do this.

even better if the automated email could include a link to the actual request, and more than a number as a referent
