helping requesters ask for what they need

this will require user research. some requesters currently make extremely broad requests; city staff believes that narrower requests would give them the information they need. how can the system guide people to request the right records and not every record (unless that's what they specifically need)

After user research, this is specific to requests for email searches, which must be done by IT. There are additional questions that need to be asked if possible when a requester wants emails; the administrator is sending us the paper form currently used.
