Remove migration to set blank SSNs as unencrypted

- This failed to deploy to [prod](https://github.com/codeforamerica/shiba/runs/2624439249?check_suite_focus=true) so we're rolling it back til we can figure it out. [#177655642] Co-authored-by: Andrew Edstrom <aedstrom@codeforamerica.org>
