Populate a new Codenvy installation with some defaults

For programmatic purposes, we will want to provision a new Codenvy Enterprise installation with a series of defaults. While all of these items can be changed through individual API commands, we should have a singular way to package up this "set" of information that pass along to an installer.

1: Some set of Codenvy properties that will be changed after installation.
2: A group of emails that should have accounts created by "invited with a Factory" #529

@vkuznyetsov - I am going to cancel this issue. I think - that as the enterprise team develops their specifications more fully, there may be a large series of post-installation activities that we may do to a validly installed Codenvy OnPrem. This is less of a single issue - and more of a series of issues as we work on our various use cases.
