If a user has achieved his account limit for RAM, then we should let a user create a new workspace, but we should not start any workspace. We should display popup explaining that the workspace has been created, but not started because the user's running RAM limit has been reached. We must do this in a way to prevent the crane loader from appearing.
We need this to work properly for both UD-driven and factory-driven scenarios.
