First in a series of commits to address cognoma/cognoma#14 — providing access to the cancer data for Project Cognoma.

This initial commit downloads the files referenced by @gwaygenomics in cognoma/cognoma#14 (comment)

Possible reviewers include @gwaygenomics, @tkhunkhe, @stephenshank, @mydpy, @loucru1, @swbiggs4.

This repo (including future pull requests) may also be of interest to those looking to learn data science in Python, such as @clairemcleod, @htcai, @tantanchen, @brankaj, @yl565.
