Need to catch fracShelter value > 1.0 #85

In FishCell.m setCellFracShelter and setCellFracSpawn: check for values > 1.0. Throw a warning (with reach name and cell number) and set value to 1.0.
Actually, warning statements are too easily missed to let's make the code stop and require values <= 1.0
