Originally, the idea was to get roughly one ore per damage. This way, fluids worked out to 200 units in a barrel, necessitating 200 units of damage to get the oil. Uranium ore was just one unit for top tier damage resource. I think some damage categories would help a lot. The pure randomness is great for some +/- variance but I believe some damage categories will ensure some behavior the current mode is lacking.
