Describe The Bug
On at least Windows, there are multiple scroll bars show side by side on some pages.

To Reproduce The Bug
Steps to reproduce the behavior. Please be as complete as possible and describe the exact steps and values used to cause the error:

  1. Log into the server on Windows.
  2. Go to the library view.
  3. See multiple scrollbars.

Expected Behavior
A single scrollbar shown only when necessary.
