Could the workflow_template query param of /org/repo/new/main be prepended with a specifier for another org's workflow templates? I'd like to create an app that can launch that GitHub page with a workflow template, but it seems like workflow templates can only be shared within an organization.

Is this something that could be achieved with a GitHub App that a user would approve and then the app could add a commit to the repository with a workflow? I wanted to use the new file editor on GitHub and launching that page with a workflow_template param would be the preferred experience.
