Almost fixes #109, haha. It's more or less what the old builder used to do. Shared deps are still ignored, but at least it handles root level deps |

Fixes ordering of dependencies. The tests on
masterdon't pass consistently on my machine, so I had to setbatch.concurrencyto 1. Should probably be fixed elsewhere. If I'm not mistaken, this also fixes #109, @ianstormtaylor?
