Broken releases would not appear in the packages.json file anymore.
Broken releases need to be tracked in a separate table, so if the package_version table is erased and versions are refreshed from github the bad ones can be marked as broken again.

@Seldaek should we still add such feature in packagist or rely on the filter implemented (but not merged yet IIRC) in composer itself to filter releases marked as invalid (only for git for now) ?
