Fix dragging of categories in graphs [#158701051]
Should submit a PR to Raphael once it has gone though local QA. If this and the
tuneTextfontSizefix were submitted/merged, then we could use the latest unmodified Raphael because the other CODAP bug-fix has already been fixed upstream. Also, since Raphael now supports importing as a module, it could be removed from the CODAP repository and built into the local bundle.
