It would be nice if when dragging a block towards the top of the page or towards the bottom of the page, the page would actually start to scroll. Right now the only way I've found to move a block somewhere off screen is to click and drag, and simultaneously use the mousewheel or keyboard to page up/down.

This seems to be happening again in 8.3. I have to use the arrow keys or sometimes even Pg Up and PG Dn keys to scroll the page when dragging a block higher or lower than the current screen. Chrome, FF and Opera on Win10. Client is using Chrome on Mac

I can confirm @mhawke's issue.

Dragging up and down the screen does not work using the latest develop branch (8.3.2a1) with Chrome 63.0.3239.132 64bit and Firefox 57.0.4 64bit on Windows 7 x64 and IE11 on Windows 10 x64.

Dragging up and down the screen works correctly in Edge 16 on Windows 10 x64.

Losing the ability to scroll the page on block drag is a significant loss.
