Fix race condition around releasing the GIL and then calling the Python memory manager #30

.. by not calling the Python memory manager.

This reverts commit 20c7e5c.

We cannot use the Python memory allocators while we also release
the GIL.

It may be possible to release the GIL until the allocators are
called though instead, but I do not know of any reason not to
use the standard libc allocators (which are thread-safe).

Accounting to the groups, Ray should have permission to merge. Not sure why that's not the case. Job for IT if necessary, but I doubt much further work is required.
