Not only does this create a default bug report for the org, but by having an issue template at the org level we enable the security issue templatei option to be available when creating any issue. Signed-off-by: Dan Middleton <dan.middleton@intel.com>

This should populate a security policy in each repo.
Update:
Added a bug report template with the intent that templates become active for all repos which then enables the security issue template to be available (which apparently it is not if no other templates exist).
