Bump Apache Avro to 1.9.2[.1] #779

Follow-up to #778: currently master is using avro (1.9.2) for python2 and avro-python3 (1.9.1) for python3.

This PR explicitly pins to released version 1.9.2 and 1.9.2.1 respectively. The latter includes the fix to the faulty module described in https://issues.apache.org/jira/browse/AVRO-2737

It looks like @RyanSkraba hasn't signed our Contributor License Agreement, yet.

The purpose of a CLA is to ensure that the guardian of a project's outputs has the necessary ownership or grants of rights over all contributions to allow them to distribute under the chosen licence.
