Add moderation to legislation debate's comments

Context

A legislation process can have a debate with comments
For example: https://decide.madrid.es/legislation/processes/43/questions/109

Moderation has two parts:

• A user with a moderator role or an admin, can hide a resource
• Admins can view this hidden resource and display it again publicly

Similar to how other resources are moderated

I was checking this one last week @javierm and from what I've seen, this is already implemented (I was actually discussing it with @MariaCheca just yesterday) so the issue's description might not be entirely clear (yet)
