In many participatory processes government wants to allow that citizenship could contribute or comment on several (limited) government proposals related to a common project or plan between two dates.
Now, the only possibility to try to solve this need with actual modules is using/forcing legislation module as a "participatory process" module. But this module has several restrictions to use in this way:
Debate phase/functionality is a survey functionality.
Proposals phase/functionality only support citizen proposals. There is no easy way to publish government proposals in order to citizen could comment on them, create a community to discuss them or support them. There is not also an admin section for this. And if you enable a proposals phase in a legislation process you enable also creation on proposals by citizens.
It could be solved creating different related "legislation processes" for each government proposal with same start and end dates. But this could mesh with another open "legislation processes" and there is no possibility to group legislation processes.
What/How
Two possible paths to afford this issue
Path 1
Create a new module "Government proposals"
Path 2
Extend legislation module to convert it in a "general" participatory process module. In a first iteration it could include this functionalities:
Create a government proposal phase. Include this as an admin option with a start and end date.
Reuse proposal module or proposal functionalities in legislation module (support proposal, community, follow, etc.)
Discard or disable in this phase some "citizen" features like creation of proposals
Reuse another functionalities like those attached to polls answers (i.e. images, documents or video list) in order to inform about the proposal
