Block poll answers edition after the user has voted

User Story
As a user manager
I want to have a way to block the user to change his vote after already have voted.

Why is this Needed?
The problem is that some polls must behaviour like a presencial votation where you couldn´t change your vote, what now is always possible for a poll that is open. It must be configurable in the poll editon/creation.

Description
Feature: Allow that in poll creation exists a choice button to allow edition after the vote have been send a first time. When this option is checked the answers of poll questions must be disabled and the send button must be disabled too, but all already sent answers must keep marked and visible for the user.
