Enable user to share my contact details with Consul Democracy Foundation via opt-in when they first install Consul

As a user, I want to be able to share my contact details via opt-in so that I can be directly in touch with Consul Democracy Foundation

As an admin, I want to be able to opt-in or opt-out at from the admin panel, so that I can edit the decision to share or not share contact details with Consul Democracy Foundation

Why is this Needed?

Currently users have no way of being aware about the existence of the Consul Democracy Foundation, when they first install Consul and thus do not profit from all the benefits Consul Democracy Foundations has to offer for their current and future participation projects

Definition of Done

Consul Democracy Foundation receives automatically contact details for each Consul Installation, if the user decided to opt-in.
Admin can share or not share the contact details at a later point from the admin panel
