The default list of ignore paths means `test/tools/go.mod` is not
managed by renovate:
```
"ignorePaths": [
"**/node_modules/**",
"**/bower_components/**",
"**/vendor/**",
"**/examples/**",
"**/__tests__/**",
"**/test/**",
"**/tests/**",
"**/__fixtures__/**"
]
```
Override this configuration so that `test/tools/go.mod` is managed.
