Added as an alias to 4.8; podman v4.9.0 did not add new quadlet features so a new varaint of `PodmanVersion` is not necessary.
`shlex` deprecated `shlex::quote` and `shlex::join` due to a security vulnerability with null characters/bytes. Added a wrapper around the new `shlex::try_quote` function which removes non-whitespace ASCII control characters (which includes null).
