Is your enhancement related to a problem? Please describe

For example if user has a running qemu podman machine and update to podman v5 then we won't be able to stop the machine as qemu provider is no longer supported.

Describe the solution you'd like

As a general rule, ask the user to stop podman machine before starting the update to a newer version of Podman

Describe alternatives you've considered
