Add tests to all packages

Expected Behavior

Right now, some "mission critical" packages are missing tests. Unfortunately, that caused some issues in #887. I think we should have tests in all of our packages. These packages are missing tests

• @packages/babel-preset-commitlint
• @packages/utils
