Description

Although the release party of Python 3.11 will start tomorrow (October 24th) at 17:00 UTC+0 and can be watched over here: https://www.youtube.com/watch?v=PGZPSWZSkJI, today seems a good day to upgrade from 3.9 to 3.10.

Rationale

To quote @areski who did the upgrade to 3.9:

Most of peoples starting a project with cookiecutter-django would want to use a more recent version of Python.
