It was intended to be optional, but our dynamic detection of the availability of the option masked that bug. This now bites us with the new rpm-ostree.

It was intended to be so. This is the "dual" of coreos/coreos-assembler#3000 (There's no CI for this here yet - working on it but this is hopefully an obviously-correct patch)
