feat(file_upload): added new fields in file model and fixed file update permission

Proposed Changes

• Added date and details of the user archiving the files
• Modified permission related to updating the filename and archiving

Associated Issue

• Fixes only State admin ,District admin and author who uploaded can only archive the file uploaded #1078
• Fixes only State admin, district admin, and author who uploaded the file can edit it's filename #1079
• Fixes while archiving the file we need to store the user name who archived the file and the time date the file was archived  #1080
• Related to File name can be changed and it can be archived care_fe#3716
