Bug: linked skill are not viewable

Describe the bug

When we are trying to view linked skills of other users in the user tab using a staff login credential, " not found " error is popping-up

To Reproduce
Steps to reproduce the behavior:

1. Go to https://care.coronasafe.in/users ( using staff id)
2. Click on user tab
3. click on any user card other than your own
4. See error

Expected behavior

any type of user should be able to see other users linked skills in the user tab
