User shouldn't be able to submit an empty Record Update

Describe the bug
User can submit an empty Record Updates form under patient consultations.

To Reproduce
Steps to reproduce the behavior:

1. Create a log update for a patient
2. Select the round type as Critical Care and proceed
3. On the Record Updates page, the Complete button is enabled even if only the basic editor has been filled
4. See error

Expected behavior
The button should be disabled until the user fills at least another form other than the Basic Editor
