[1.12.2] overcast mode broken

when i set the config to overcastMode to true and lockServerWeatherMode to -1 (ik it shouldn't have an effect if overcastMode is on, but i did it just to be sure), it should let the server do its own thing regarding the weather, but it's treated the same way as if it were perpetually switched off and no storms spawn at all.

i just saw that corosus isn't supporting 1.12 anymore, gonna try out the fork.
