Closes Allow users to define the x.y coordinates (similar to set_geometry in geopandas) #27
Tests added
Fully documented, including whats-new.rst for all changes and api.rst for new API

Windows builds have unrelated issues.

snowman2 merged commit 0263570 into master

snowman2 deleted the set_spatial_dims branch
