Cosmovisor fetch-upgrade command

Summary

User case: node operator will use cosmovisor to prepare everything in advance for the next upgrade which is accepted:

• download binaries
• verify checksum

The command should print:

• upgrade name
• upgrade time

• Not duplicate issue
• Appropriate labels applied
• Appropriate contributors tagged
• Contributor assigned/self-assigned
