Validator slash ratio

Document slash ratio, most issues of validators shouldn't end up with 100% slashing, esp if due to bugs or exploits.

Do an analysis in terms of security offered vs slash %.

Eventually I imagine this % will inch higher, as the technology becomes more mature. But we're just not there yet, and we can probably do better by being a bit more forgiving.
