Problem

An issue was discovered in the mapping of infraction heights from the consumer to the provider in the ICS misbehavior handling. This limitation prevents the slashing action, as it requires a block height to slash misbehaving validators' unbonding delegations. This finding should be documented in the ADR.

Update ADR-005.
