Set up a testnet for PSS/Epochs

Problem

We want a lean testnet setup to run PSS and Epochs.

Closing criteria

We have a small testnet with a handful of machines running the PSS and epochs code.

Problem details

We want a small testnet with a few machines running the new epochs/PSS code.
We can probably reuse the e2e test setup for this, simply
a) exposing the container to the internet
b) only running very basic setup, and then just not stopping the container
c) start a new validator outside of the docker and connect it to the chain
