Cryptographic verification of equivocation

Problem

We would like the provider chain to be able to verify equivocation evidence on its own, instead of trusting consumers, or needing evidence to go through governance. That means that the provider only trusts the validator set on the consumers and Comet.

Closing criteria

Evidence of equivocation on the consumers can be verified on the provider.
