Added GB/UK region + municipal abbreviations ** and update RW/UG lists
Rwanda and Uganda have reorganised their provinces since 2002, with completely new structure in RW and provinces broken off in UG.
NZ is also totally changed -- using ISO bilingual region names and codes instead of town list
** a few UK city codes (and two recent counties) were made up, since I couldn't find attested standard abbreviations. Related to #2 (region abbreviations)

UK abbreviations for counties — postal cities mostly don’t have nice
standard abbreviation, so some are first search result of “foo
abbreviation” and some are made up to be unique in the dataset and
reasonable :-)
replace pre-2006 Rwandese provinces with current set plus 2 digit
region codes from ISO3166-2
added new provinces from 2002-2010 using ISO3166-2 region code (3
digits) without country prefix
I can’t find any attestation for the 99 towns as an official region
list, so I’ve used the ISO3166-2 list with region codes and bilingual
names
Zambia has 1 new province
Zimbabwe had a typo
